LPG Stockpiling Program

LPG makes up 4-5% of Japan's primary energy supply. It is used widely in our daily lives, for household use (57% of households nationwide) and to power automobiles, thus it is an important energy resource which is indispensable to Japan's social and economic wellbeing.

Despite the fact that LPG is an integral part of daily life and is used in a wide range of industries, it is impossible to replace it with other natural resources in the event of a supply shortage, so ensuring a stable supply is particularly important.

However, except for the portion created as a by-product of the crude oil refinery process in Japanese oil refineries, Japan has been importing most of its LPG (78%). Moreover, 85% of imported LPG is imported from the Middle East. Therefore, if the LPG supply was disrupted, as it was in the Gulf crisis in 1990, it would greatly affect Japan's economy. Building a reserve of LPG to guard against unexpected disruptions has become crucial to Japan.

The LPG stockpiling system is also split into government and private sector reserves.
