LPG Stockpiling Capacity Expansion

JOGMEC continues to expand Japan's public LPG stockpiling capacity, and is effectively putting completed capacity to use by making use of efficient direct-purchase agreements with LPG producers.

Government LPG Stockpiling Project

In line with the "LPG Report for Maintenance of a Stable Supply," which was released by the Petroleum Council's LPG Subcommittee in June 1992, JOGMEC is proceeding with plans to achieve a government LPG stockpile of 1.5 million tons by fiscal year 2010. When this target has been achieved and is aggregated with the 50-day obligatory inventory stockpiled by the private sector, a LPG stockpiling system equivalent to approximately 90 days of imports will be in place.

Since 1993, studies have been conducted on 5 potential sites for LPG stockpiling in Japan. These were: Nanao-shi in Ishikawa Prefecture, Fukushima-cho in Nagasaki Prefecture, Imabari-shi in Ehime Prefecture, Kurashiki-shi in Okayama Prefecture and Kamisu-shi in Ibaraki Prefecture. Nanao was approved in October 1998, Fukushima in November 1998, Namikata in March 2000, Kurashiki in December 2000 and Kamisu in May 2001. Nanao National LPG stockpiling base was completed in July 2005, Fukushima National LPG stockpiling base in September 2005, and Kamisu National LPG stockpiling base in December 2005, while Namikata and Kurashiki are still under construction.

There are two types of stockpiling methods for LPG: underground water-sealed rock cavern tank systems, which provide a large stockpiling capability and are already successfully used abroad, and aboveground refrigerated tank systems, which are used at private LPG import bases.
