JOGMEC (President : Hirobumi Kawano) convened the Japan-Africa Mining & Resources Business Seminar 2015 (J-SUMIT 2) jointly with Ministry of Economy, Trade and Industry for two days between 28 and 29 May in Tokyo.
This seminar was the second J-SUMIT following the first J-SUMIT convened in May 2013 and a total of 42 speeches were presented by government officials such as ministers responsible for resources from 15 African countries, people from resource-related enterprises, international organizations, and related enterprises inside and outside Japan, and furthermore, a total of 30 exhibits were displayed in each booth by related enterprises, universities and organisations. The Seminar gained 2,000 people participated in total for the two days.
On the occasion of the J-SUMIT2, JOGMEC has also decided to continue to enhance its second stage project in operation for two years at Geologic Remote Sensing Centre in Botswana established in July 2008.

Summary of the welcome speech
Dr. Yamagiwa, State Minister of Economy, Trade and Industry addressed as follows: the resource rich potential in Africa is the engine for promising growth of Africa; the comprehensive cooperation between Japan, as a resource-consuming country and Africa is necessary; the mining policies and investment environment for utilizing these resources are left the hands of each African country; and his expectation that the seminar would be a catalyst for promoting African business.
Mr. Kawano, the president of JOGMEC introduced the projects which JOGMEC has been engaged up to the present in Africa. Mr. Kawano also announced that extension - for five years in total until fiscal year 2017- of the second stage project of human resource development at Geologic Remote Sensing Centre in Botswana focused on developing human resources for cultivating leaders for satellite image analysis and exploring joint exploration project by utilizing the result of human resource development.
Summary of speeches by African mining related ministers
The mineral policies and potential of natural resources of each of 15 African countries (Republic of South Africa, Republic of Angola, Republic of Botswana, Republic of Mozambique, Democratic Republic of the Congo, Federal Democratic Republic of Ethiopia, Gabonese Republic, Republic of Madagascar, Republic of Malawi, Kingdom of Morocco, Republic of Namibia, Republic of Niger, United Republic of Tanzania, Republic of Zambia, and Republic of Zimbabwe (chronological order by speeches)) are introduced by the government officials such as the ministers responsible for resources in those countries.
Summary of speeches by experts
A total of five sessions were provided for the speeches by experts such as the sessions based on four themes (“Promoting Investment for Infrastructure and Resources Development”, “Strengthening the Basis of Resources Industry and Human Resource Development”, ”Promoting Sustainable Resources Development”, and “Encouraging Symbiosis with Local Communities”) which were selected at the “Japan’s Initiatives for Promotion of African Resources Development” in May 2013, and the sessions concerning commodities targeting iron ores, coking coal, base metals nickel, and PGM.
During the session of “Promoting Investment for Infrastructure and Resources Development”, there were speeches on promoting investment for infrastructure and resources in Africa by Japan International Cooperation Agency, World Bank, Japan Bank for International Cooperation, Nippon Export and Investment Insurance, Reli Assets Holding Company Ltd, African Development Bank, Southern African Development Community, IVANHOE MINES Ltd., and CODELCO.
In the session of “Strengthening the Basis of Resources Industry and Human Resource Development”, the speeches were especially focused on the importance of human resources in the resources field and presented by Akita University, Anglo American plc, Witwatersrand University, JOGMEC Geologic Remote Sensing Centre in Botswana, and Africa Practice Ltd. In the session of “Promoting Sustainable Resources Development”, the speeches on the projects for sustainable development were presented by Rio Tinto plc and Luleå University.
During the session of “Encouraging Symbiosis with Local Communities”, the speeches on CSR activities accompanied by investment activities and the countermeasure of infectious diseases in Africa by KYOCERA Asia Pacific India Pvt. Ltd, Lonmin Plc, JX Nippon Mining & Metals Corporation, and National Center for Global Health and Medicine Hospital.
In the session concerning commodities regarding commodities targeting iron ores, coking coal, base metals, nickel, and PGM, there were speeches on the projects under development or in operation in Africa by Vale S.A., Platinum Group Metals Ltd., Nippon Steel & Sumitomo Metal Corporation, The Chamber of Mines of Zimbabwe, Itochu Corporation, and International Lead and Zinc Study Group / International Nickel Study Group / International Copper Study Group, and Sumitomo Corporation.
“Japan’s Initiatives for Promotion of African Resources Development”
“Japan’s Initiatives for Promotion of African Resources Development” are the concrete measures for promoting resources development in Africa compiled at the first Japan-Africa Ministerial Meeting for Resources Development on 18 May, 2013 and consisting of the four themes:
- [i] Measures for Promoting Investment for Infrastructure and Resources Development in Africa;
- [ii] Measures for strengthening the basis of African resources industries and human resource development;
- [iii] Measures for promoting sustainable resources development in terms of environment/safety; and
- [iv] Measures for encouraging symbiosis with local communities.
The second stage of the projects in JOGMEC Geologic Remote Sensing Centre in Botswana
The projects have been implemented technical transfer of satellite image analysis technology owned by JOGMEC and human resources development for the countries of Southern African Development Community (SADC) at JOGMEC Geologic Remote Sensing Centre in Botswana. The second stage of the projects commenced in May 2013 is conducted by focusing on cultivating leaders aiming at sustainable development of human resources in the countries, and forming joint exploration projects.
