The 12th Coal Investment Promotion Seminar
JOGMEC(Head office: Minato-ku Tokyo, President:Hirobumi Kawano)held the 12th Coal Investment Promotion Seminar to discuss Queensland Environment Impact Statement (EIS) procedures and resource projects which have been developed in Queensland.
JOGMEC has held Coal Investment Promotion Seminars by asking government officials in coal producing countries or executive officers of industries related to coal to lecture on coal policies in these countries and current development progress of coal related projects.
This time, as part of Memorandum of Understanding (MOU) between the State of Queensland, Australia and JOGMEC, we invited Mr. David Stolz, Assistant Coordinator General in the state government, as a lecturer for the seminar. The theme was “Queensland Environment Impact Statement (EIS) procedures and current situations and issues of state resource industries”.
The Coordinator General has a high level of authority in deciding the approval of each resources project through consideration of what kind of impact they have on local environments and how this be reduced. He referred to not only the organization and business outline of Coordinator General but also current development status of Galilee Basin, protecting Great Barrier Reef and present state of metal and LNG projects in the state.
In a Q&A session, we also had discussions about the division of roles between the federal and state governments, the relationship of rights between resource development and landowners, and the reasons why it takes time to acquire EIS approvals.
There were 41 participants from trading companies, resource companies, research companies and consulting companies in the seminar.
