International Workshop Held on CO2 cross-border transport CCS regulatory framework and projects

Japan Organization for Metals and Energy Security (JOGMEC), in collaboration with the Ministry of Economy, Trade and Industry and the Asia CCUS Network, held an online workshop on February 8, 2024, on CO2 Cross-border Transport and Storage in the Asia-Pacific Region. This was the first international workshop in the world to focus on CO2 cross-border transport CCS projects, by comprehensively addressing both legal systems and individual projects. JOGMEC plans to publish a handbook on CO2 cross-border transport CCS, based on the presentations at this workshop.

Carbon dioxide capture and storage (CCS) is being considered worldwide as an indispensable technology for achieving carbon neutrality and decarbonizing the industrial sector. JOGMEC, together with the Ministry of Economy, Trade and Industry (METI) and the Asia CCUS Network (Note 1), held an international workshop to contribute to the implementation of CO2 cross-border transport CCS projects in the Asia-Pacific region, through lectures by experts and discussions among stakeholders.

The workshop attracted a high level interest and more than 1,100 registered participants from governments and government agencies, international financial institutions, national oil companies, majors, electric power companies, universities and research institutes, media, NGOs, and other organizations around the world. In the morning session, the legal framework and international standards for cross-border CO2 transport and storage were discussed, with presentations from legal and institutional experts. In the afternoon session, the current status, future prospects and challenges of cross-border CO2 transport and storage projects were discussed with various stakeholders involved in the actual projects. This was the first international workshop in the world to focus on CO2 cross-border transport CCS projects in the Asia-Pacific region, by comprehensively addressing both legal systems and individual projects, and many participants praised the workshop as an advanced initiative. JOGMEC plans to publish a handbook on CO2 cross-border transport CCS, based on the presentations at this workshop.

The efforts made in this workshop will contribute to the Asia Zero Emissions Community (AZEC) (Note 2), and the future institutional design and the establishment of projects of CCS in the Asia-Pacific region, including CO2 cross-border transport, under the Asia CCUS Network's initiative.

JOGMEC will continue promoting the implementation of CCS projects, contributing to a sustainable energy supply and a carbon-neutral society.
