JOGMEC, Pertamina, PEP and JOB Tomori signed Joint Study Agreement on Methane Emission Measurement and Quantification
~For Low-carbon LNG value chain~

August 22, 2024

Japan Organization for Metals and Energy Security (JOGMEC), Indonesian National Oil Company, PT PERTAMINA (Persero), and its affiliates PT Pertamina EP (PEP) and JOB PERTAMINA - MEDCO E&P TOMORI SULAWESI (JOB Tomori) signed a Joint Study Agreement (JSA) to advance collaboration on the measurement and quantification of methane emissions from natural gas production facilities in Indonesia. This JSA will formalize the cooperation between the four parties to implement a project aiming to reduce methane emissions from upstream activities.

Methane, with a global warming potential 28 times that of carbon dioxide, highlights the need to reduce methane leakage from natural gas production facilities for low-carbon LNG. JOGMEC has been collaborating with Asian countries to methane emission measurement and management.

In December 2023, JOGMEC and Pertamina signed a memorandum of understanding (MOU) to promote the cooperation on methane emission measurement and quantification from natural gas production facilities in Indonesia. Based on discussion under the MOU, Donggi Martindok gas field and JOB Tomori gas field has been selected targe field. JOGMEC, Pertamina, PEP, and JOB Tomori announced the conclusion of a four-party JSA at the side event of the Asia Zero Emission Community (AZEC) Ministerial Meeting held in Jakarta on August 21, 2024. This initiative aims to foster a cooperation of reducing methane emissions and implementing the project. JOGMEC, Pertamina, PEP and JOB Tomori will develop the methane emission management plan and calculate the carbon intensity (Note 1) for the upstream of natural gas production (Note 2).

This project is part of the AZEC initiative led by the Japanese government, and demonstrates international cooperation toward carbon neutrality in the Asian region. During the AZEC Ministerial Meeting, the “Asia Zero Emission Center” was launched in Jakarta. The initiative aims to enhance efforts from the project implementation phase through to policy coordination stage. And, as part of its efforts to promote low carbonization within the LNG value chain, JOGMEC has contributed to the "Coalition for LNG Emission Abatement toward Net-zero (CLEAN)". This project will be implemented jointly in Indonesia in line with the idea of CLEAN and demonstrate the commitment of JOGMEC, Pertamina, PEP and JOB Tomori to work on the methane emission reduction For Low-carbon LNG value chain chain.

(Note1) The carbon intensity is an index that converts GHG emissions generated during the production of energy per unit into CO2.
(Note2) The crude oil development stage can be widely divided into two stages: the exploration, drilling, and production of crude oil, and the subsequent stages of refining, selling, transportation, and other activities. The former is called the upstream sector in the oil industry.
