 JOGMEC(President : Hirobumi Kawano) convened the seminar on “Sustainable Development of Mineral Resources in Madagascar’s Mining Sector “jointly with Ministry of Economy, Trade and Industry of Japan (METI) and Presidency’s Department in charge of Strategic Resources Management, Republic of Madagascar on 21 August 2014 in Antananarivo, Republic of Madagascar.

 The seminar was convened as a part of Japan’s Initiatives for Promotion of African Resources Development announced at the Japan-Africa Ministerial Meeting for Resources Development held on 18 May, 2013 in Tokyo. JOGMEC signed a Memorandum of Understanding (MOU) concerning cooperation on developing of mineral resources with Ministry of Mines of the Republic of Madagascar on 4 April, 2014 and this was the first project held in Madagascar after the signature.

 In the seminar, following Mr Tsujimoto, Executive Director of Metals Strategy and Exploration Unit of JOGMEC, Mr Terakawa, Deputy Director of Mineral and Natural Resources Division, Agency for Natural Resources and Energy of Ministry of Economy, Trade and Industry of Japan, H.E. Mr Hosoya, Ambassador of Japan to Madagascar, showed his expectation that the rich experiences of Japan in the field of mining, would be shared with Madagascar. S.E. Mr Lalaharisaina, Minister of Presidency’s Department in charge of Strategic Resources Management expressed his gratitude for Japan’s cooperation in holding the seminar, and his expectation for active exchange of views and the fruits for the future.

 From Japanese side, Mr Terakawa presented Japan’s policy and strategy to secure mineral resources. In addition, JOGMEC introduced technical transfer of satellite image analysis for the countries of Southern African Development Community (SADC) at Geological Remote Sensing Centre in Botswana by taking the satellite image of Madagascar as an example. JOGMEC also introduced JOGMEC’s JV scheme, the joint surveys in Africa, JOGMEC’s role in environmental conservation and the technologies for mine pollution control in abandoned mines in Japan. From Mr Watanabe, Deputy General Manager of Nickel & New Metals Business Department, Sumitomo Corporation presented overview of the Ambatovy project and the philosophy of Sumitomo’s business.

 From Mr Cooke, Biodiversity Manager of the project presented No Net Loss in biodiversity in the mining industry introducing the example of Ambatovy. From Madagascan side, Mrs Rabetokotany, Directorate of Geological and Mining Research and Mr Ranjatoelina, Executive Secretary of Madagascar Chamber of Mines introduced the mine project and presented the system of environmental conservation in exploration and development of the mining sector in Madagascar.

 The total number of 113 participants (excluding JOGMEC staff) from Malagasy public sectors, private sectors, and University of Antananarivo were very active in exchanging views.

 JOGMEC has held seminars on exploration and mine pollution control mainly in Asia and South America so far. Those seminars have contributed to the sustainable development of mining sectors in developing countries by transferring Japanese technologies and empirical knowledge derived from Japan’s mining history. The seminars have also contributed to encourage Japanese investment by strengthening bilateral relationships. JOGMEC will continue to cooperate with resource rich countries, particularly African countries, while understanding needs of each partner country.
