Collaborations launched to establish the first Methane Emissions Technology Evaluation Center in the ASEAN region
- Support for reducing methane emissions based on the characteristics of production facilities in the ASEAN region -
Japan Organization for Metals and Energy Security (JOGMEC) announced its collaboration with PETRONAS to establish a Southeast Asia methane emissions technology evaluation center at the ASEAN Energy Sector Methane Leadership Program (MLP) 2.0 launching event held in Malaysia.
JOGMEC and Malaysia's global energy corporation, PETRONAS announced the establishment of the Southeast Asia METEC (The Methane Emissions Technology Evaluation Center) at the launch of the ASEAN MLP 2.0. The ASEAN MLP 2.0 is a program that follows the ASEAN MLP 1.0(note), which was held from June 2023, and is working to promote cooperation for the mitigation of methane emissions in the ASEAN region.
JOGMEC and PETRONAS aim to establish a demonstration facility for emissions that reflects the characteristics of production facilities in the ASEAN region, in collaboration with INSTEP (Institut Teknologi Petroleum PETRONAS), and UTP (Universiti Teknologi PETRONAS). For the methane emissions management in the ASEAN region, it is necessary to consider methods for the regional climate and the offshore natural gas production facilities This facility will provide support to companies in each region in studying the measurement, monitoring, reporting and verification processes for methane emissions, and assist the reduction of methane emissions in the ASEAN region, as well as support the evaluation and improve their implementation plan for methane measurement technology.
Japan is a large-scale LNG importer, as with South Korea. Japan and Korea are introducing initiatives to reduce methane emissions in the LNG value chain with producers through the CLEAN Initiative, which was launched at the LNG Producer-Consumer Conference held in July 2023. The LNG Producer-Consumer Conference 2024 was held on October 6th, 2024, under the joint hosting of the Ministry of Economy, Trade and Industry of Japan and the International Energy Agency. At the conference, we announced the initiatives being taken by companies and organizations to address methane emissions in the LNG value chain. The Southeast Asia METEC initiative is also being presented within the framework of the CLEAN initiative. We are aiming to improve the transparency of methane emissions in the LNG value chain by working in partnership with LNG importing countries.
JOGMEC will continue to work with producing countries on methane emission reduction technologies and promotes the clean-up of the entire LNG value chain.

(Note) Overview of the ASEAN MLP
ASEAN MLP 1.0 was announced at the Energy Asia in June 2023. This framework is mainly composed of oil and gas companies in ASEAN, and JOGMEC is also participating. From June 2023 to October 2024, workshops and other activities have been held with the aim of sharing knowledge on measuring, monitoring, and reducing methane emissions in the oil and gas sector. ASEAN MLP 2.0 is a framework that implements a 18-month period from October 2024 to March 2026, and more ASEAN governments and national oil companies have joined, and the Japanese Ministry of Economy, Trade and Industry (METI) has also announced its participation. MLP 2.0 aims to strengthen cooperation in the ASEAN region by setting up a flagship methane emissions technology evaluation center in the region.
